This report can also be considered as a follow-up on the outcomes of the Conference on the Future of Europe, which was a citizen-led series of debates and discussions enabling people from across Europe to share their ideas and help shape a common future. 

MEPs suggest further strengthening the EP’s competences, with rights for legislative initiative and the nomination of the Commission President.  

The report also calls for the introduction of a mechanism for EU-wide referendums on matters relevant to the Union’s actions and policies, and to enhance the already existing participatory mechanisms. 

To better protect the environment and animals in line with the One Health approach, the report suggests giving exclusive Union competence for the environment and biodiversity. 

In this context, the inclusion of references to animals are suggested for key articles of the Treaty, notably article 168 on a high level of human health protection, and article 191 which aims to preserve, protect and improve the quality of the environment.

The report is of relevance as the Commission is obliged to take action on this parliamentary legislative initiative, or at least has to explain its follow-up and any negative decision.
