Paving the way for higher welfare broiler breeds in the EU: From market initiatives to legislation

In order to achieve higher animal welfare in the broiler farming industry, ‘fast-growing’ broiler breeds must be phased out, and only higher welfare, slower-growing breeds should be permitted to be farmed under EU law.

In this white paper, we dive into how different European countries have been approaching a shift to farming slower-growing broiler breeds, and explore existing market initiatives geared at improving broiler welfare, including the European Chicken Commitment.

We also provide clear and comprehensive suggestions for the paths policy-makers could take to legislate on higher welfare breeds, and present three different options: the most protective and preferred option (which provides an adaptable, positive list of breeds authorised for farming), the intermediary option (which would be to establish a negative list of breeds forbidden to be farmed), and the option with the lowest protection (which would be to include an average daily weight gain threshold in the legislation, above which breeds could not be approved to be farmed).
