Today the Commission has adopted two proposals on the cloning of animals kept and reproduced for farming purposes and on the placing on the market of food from animal clones. Eurogroup welcomes these long awaited proposals which call for a ban on cloning, however as the legislation stands, there are too many gaps which will allow cloning to continue unchecked against the wishes of Europe’s citizens and which will result in cloning physically taking place in the European Union.

The European Commission has made available the latest statistics (Seventh Statistical Report by the European Commission for data collected by 26 Member States for the year 2011, and one member state for 2010) on animals used in experiments in the EU.

A letter from José Manuel Barroso, President of the European Commission, suggests a degree of contempt for those many EU citizens who are concerned about animal welfare as well as for the requirements of the Treaty in this area and the rule of law.

In light of the EU Foreign Affairs Council’s Trade Meeting taking place on the margin of the WTO Ministerial Conference on 3 December 2013, Eurogroup for Animals urges all member states to support the phase out of subsidies which promote the export of live animals to third countries. Long distance transport is a source of welfare problems and often leads to high levels of animal mortality.

Eurogroup for Animals welcomes the official approval of the 7th Environmental Action Programme, also known as the General Union Environment Action Programme to 2020, as it focuses on better enforcement of existing environment legislation, recognises the need to improve policy cohesion and the use green public procurement, and includes thematic objectives on protection of natural capital, resource efficiency and protection of citizens’ health. However, Eurogroup remains disappointed that the programme has failed to take this opportunity to fully integrate animal welfare into environment policy.

Eurogroup for Animals urges all of the European Commissioners at their weekly meeting today to stand firm and prevent the sale and import of food from cloned animals respecting the wishes of Europe’s citizens and to introduce legislation this year that will actively stop cloning taking place in the European Union.
